Lauching the Project
Alba Iulia City Hall, in partnership with the Association for Development and Social Inclusion ( ADIS), and the Association of MS Speromax Alba, organized in 12 August 2015 the lunching conference regarding the launching of the project “Integrated approach at the level of the Alba Iulia municipality town for reducing the discrimination and marginalization of vulnerable groups”.
The project is implemented financed with the financial support of the Program RO10 – CORAI, program funded inanced by the EEA Grants 2009-2014 mandate and administered by the Romanian Fund for Social Development, in the appeal COERENT and has a deployment time of 11 months. The project funding is value of the financing is 206.877,26 Euro.
The objectives of the project, the activities, as well as the expected results, which will contribute to the development of measures to combat discrimination and the reduction of social exclusion of vulnerable groups at the level of the Alba Iulia city have been all introduced during the lunching conference.
The project is addressed to representatives of the local public authorities and the non-governmental sector, as well as the vulnerable groups represented by persons belonging to the Roma community and the persons with chronic diseases.
Objectives of the project: the project proposes the development of specific tools to combat or to reduce discrimination and inequality in access to public services offered by the municipality ,- development of a study on perceptions of discrimination, elaboration of a manual addressed to representatives of the public administration to prevent discrimination, implementing training sessions for representatives of the local public administration, the provision of specialized services within the framework of a resource center and the development of a network to share good practices between the representatives of the local public administration.
During the event, Ms. Nicolaie Moldovan, the public administrator of Alba Iulia city stressed the importance of the Resource Center to be set up in the framework of the project in the context of the opportunities of accessing European funds addressing actions of local development placed under the responsibility of the Community (CLLD) allocated by the Regional Operational Program and the Operational Program Human Capital:
“The main expectation of the City Hall is the establishment of the resource center that will be accommodated in one of the city’s old central heating. This can be exploited in the context of new financing programs in the 2014-2020 financial envelope. (…) This fall we will submit a letter of intent to achieve a development strategy addressed to disadvantaged communities in Alba Iulia, a strategy that would be developed by a Local Action Group (LAG). If it is accepted, then we will submit the subsequent documentation to receive funding from the Ministry of European Funds in order to realize the strategy.
The whole process will stretch over the course of at least one year. After completion of the strategy projects will be submitted within it s framework. Projects could eventually address infrastructure investment schemes in housing – social housing projects, financing structures of social economy, infrastructure projects, medical, educational or cultural, community centers which targets vulnerable groups etc.
The total value of projects funded with grants from the strategy of the two programs mentioned will amount to approximately EUR 10 million. “
Over 50 people participated at the conference, representatives of local authorities, civil society active in the socio-medical field, as well as representatives of mass-media.
